The short answer
Disposable razors, cartridge razors and electric razors are allowed in your carry-on. Loose razor blades, safety razors with the blade in, and straight razors must go in checked luggage.
Carry-on vs checked bag

| Safety razor without blade | AllowedHandle only | Allowed |

The rule behind it
TSA allows razors whose blades are built into a head and hard to remove. A blade that comes out on its own, like the double-edge blade in a safety razor, counts as a loose blade, and loose blades are not allowed past security. Pack the safety-razor handle in your carry-on and the blades in your checked bag, or buy blades at your destination.
Shaving cream and aftershave
Foams, gels and aftershave are liquids under the 3-1-1 rule: 3.4 oz (100 ml) containers in your quart bag. A shave stick or bar soap is a solid and has no limit.
